*cough* This will be used in a story! Promise! I've even written the draft of the scene! My thought is - one of the rules at Xanadu is that, for instance, a stormtrooper can't make a new blaster rifle. To make supertech you'd need items and tools that don't really exist(Yet!). Magic users don't have that kind of limitation. It makes sense that this hypothetical stormtrooper couldn't build a new one by hand - hey, can you make a gun? Troopers are soldiers, not engineers.

But what about genius-type costumes? They're not all mad scientists - if all supertech was like in the Wild Card comics(take that raygun apart, and it's empty. Works because the maker is more than human, I think), then the Real Stark Industries wouldn't make much progress. What about people who start from "scratch"?
